European banks gird for loan losses

European banks shored up their stockpile of capital on Monday amid concerns about a rising flood of bad loans from the spreading economic storm.
Banks around the region already have taken billions of euros in writedowns on their investments in complex structured credit products, but the financial crisis is increasingly spreading to the real economy, creating a double-whammy for earnings as companies cut borrowing and struggle to repay business loans.
Lloyds Banking Group said Britain's requirement for banks to hold enough capital to withstand a "severe" downturn was key to its decision to insure 260 billion pounds of risky assets with the UK government.
The deal, announced on Saturday, will limit losses if the economy keeps deteriorating, but it will give Britain a stake of up to 77 percent in Lloyds, and sent Lloyds shares skidding 14 percent before the stock reversed losses.
In Switzerland, the game of musical chairs in top boardrooms continued as Credit Suisse Chairman Walter Kielholz moved from Switzerland's No.2 bank to take the same role at troubled reinsurer Swiss Re, a step criticized by some investors as a failure to break with the past.
Credit Suisse Vice-Chairman Hals-Ulrich Doerig will move up to lead the bank's supervisory board.

Swedish financial group Swedbank scrapped plans for a dividend for 2008 due to a worsening economic environment, particularly in the Baltic states and Ukraine, where sharp recessions are likely to lead to a big increase in loan losses.
Swedbank Chairman Carl Eric Stalberg said the bank was very well capitalised and markets initially cheered the move to bolster the capital base, though worries about the outlook in eastern Europe weighed.
"Things have got so bad in the Baltics that they have got to do this, and that is negative," said Henrik Schmidt, analyst at Keefe Bruyette & Woods.
Swedbank made a six-fold increase in loan loss provisions in the fourth quarter mainly due to contracting Baltic economies.
Investors have also been worried about eastern Europe business at other lenders, such as Italy's UniCredit and Germany's Commerzbank. Commerzbank said on Monday that it was pumping 4 billion euros (3.64 billion pounds) into recently acquired Dresdner Bank to shore up its regulatory capital.
Another big player in emerging markets, HSBC, was also under pressure on Monday, losing as much as 11 percent as short sellers dumped the stock in anticipation of buying it back after the bank completes its $17.7 billion (12.7 billion pound) rights issue.
"With HSBC there are worries about credit quality ... There is not a whole lot that is bright news out there anywhere today," said Bernard McAlinden, strategist at NCB Stockbrokers.
"There are doubts everywhere that policy response cannot actually stabilise the global economy."

Not even a more optimistic outlook by the chief executive of Germany's biggest bank, Deutsche Bank, was able to give a boost to the European banking sector, as the DJ Stoxx sector index fell 2.1 percent.
Deutsche's Josef Ackermann said the positive business trend his bank had seen in January continued last month.
"By the end of January, we had revenues of 2.8 billion euros. February largely confirmed this development," Ackermann told German business daily Handelsblatt.
Shares in Belgium-based Fortis gained 21 percent after the Belgian government and BNP Paribas revised the terms of the financial group's break-up.
The European Union is set to back the International Monetary Fund's (IMF) call for a doubling of its funds as a growing number of countries turn to it for help, ahead of the Group of 20 (G20) summit.
The IMF acknowledged last week that its warnings before the crisis were insufficient.
CAPITAL HEADACHE
Lenders and their national governments are still fretting about how best to tackle the capital problems at the heart of the financial crisis, which are sapping confidence and keeping banks from lending, compounding the slump.
Financial officials are trying to hammer out a common approach.
Top executives of leading U.S., Japanese and European banks will meet in London this month to discuss regulation and other issues key to the future of the financial system, two industry sources said.
The British government will host the meeting on March 24, after a gathering of the G20 finance ministers in London this weekend and ahead of a summit of G20 leaders there on April 2, according to the sources, who declined to be identified because the meeting had not been made public.
The meeting agenda was expected to include capital adequacy guidelines and other regulatory issues, the sources said.
The crisis is continuing to keep regulators busy.
Iceland's financial watchdog said on Monday it had taken over investment bank Straumur Burdaras, the last major Icelandic bank left standing after the country's financial collapse in October.

WASHINGTON (AP) -- An aide to President Barack Obama is on leave from his White House job after the FBI raided his old District of Columbia government office Thursday, arresting a city employee and a technology consultant on corruption charges, a White House official said.
The charges were lodged against the two men at a federal court hearing as the FBI finished searching the city's technology office, which was led until recently by Obama's new computer chief, Vivek Kundra.
Kundra is on leave from his White House job until further details of the case become known, according to a White House official speaking on condition of anonymity because the official did not want to publicly discuss personnel matters.
At the court hearing, Yusuf Acar, the acting chief security officer in the city's technology office, was ordered held without bond pending a hearing Tuesday. Prosecutors said $70,000 in cash was found during a search of Acar's Washington home and that he posed a serious flight risk.
Technology consultant Sushil Bansal of Dunn Loring, Va., was released but was ordered not to conduct overseas transactions or leave the Washington metropolitan area. Bansal is due back in court on April 21, and prosecutors said they were hopeful that a plea agreement could be reached in his case.
Acar worked under Kundra, Obama's pick to coordinate federal computer systems. Obama spokesman Robert Gibbs would not say whether the White House knew the investigation was under way when it named Kundra last week, but called the case "a serious matter."
Mafara Hobson, a spokeswoman for Washington Mayor Adrian Fenty, said she was "very confident" Kundra is not a target of the investigation.
Bansal's lawyer, David Lamb declined to comment. It was not immediately clear who would represent Acar in the case.

Acar, a 40-year-old native of Turkey, had a $127,468-a-year position purchasing the city's computer equipment and lining up contract workers for numerous city agencies, according to court documents.

Authorities say Acar and Bansal, along with others, defrauded the government through a variety of schemes, including billing the city for items that were never delivered and "ghost" contract employees who did not work. The scheme involved Acar approving falsified bills and splitting the money with vendors including Bansal, who submitted them, court documents alleged.
Bansal, a native of India who turns 42 next week, is a former city employee and the founder and chief executive of Advanced Integrated Technologies Corp. The company has offices in Washington and India and did more than $13 million in business with the District of Columbia government in the past five years, according to court documents.
One contract involved providing computer support for the city's Department of Motor Vehicles. The company also was given a contract to upgrade the city's human resources computer records and sold virus detection software to the city.
In August Bansal was named entrepreneur of the year by the Association of Indians in America.
An FBI affidavit supporting the arrest warrants indicates that several other businesses and individuals were involved in the alleged schemes, but the other people are identified only by their initials.
The FBI worked with another employee in the city's technology office, who was in on the scheme and secretly recorded conversations with Acar and Bansal as part of the investigation.

In 2007, federal investigators uncovered a massive embezzlement scheme in the city's tax office.
Men and women dressed in suits and wearing latex gloves could be seen entering and leaving the glass-enclosed lobby of the Office of the Chief Technology Officer on Thursday afternoon.
Even as the raid was taking place, Kundra was giving a speech at FOSE, an annual government technology expo. Kundra said part of his focus is to change the way the government buys technologies from vendors.

USDA approves shot for cows aimed at E. coli

USDA approves E. coli vaccine for cattle; could cut human illness

MINNEAPOLIS (AP) -- A Minnesota company has won federal approval to become the first in the U.S. to market an E. coli vaccine for cattle, a new weapon against a foodborne disease that can cause serious illness in people and even death.
Epitopix LLC was given a conditional license from the U.S. Department of Agriculture to sell its vaccine.
Nayyera Haq, a USDA spokeswoman, called it "an important step toward improving food safety in this country," and a major beef group agreed.
"It really is a major milestone for our industry," Michelle Rossman, director of beef safety research for the National Cattlemen's Beef Association, said Thursday.

Most E. coli bacteria are harmless but one kind, known as O157, sickens an estimated 70,000 people in the U.S. every year, according to the Centers for Disease Control and Prevention. Most people recover in a few days, but some get serious complications such as kidney failure. Contaminated beef is a common source of infection and has led to several big meat recalls in recent years.
James Sandstrom, general manager of Willmar-based Epitopix, said the vaccine works by preventing E. coli O157 present in cows' intestines from absorbing iron. The company's technology takes the proteins that the bacteria uses to absorb iron from the host animal, and injects them back into cattle to generate an immune response against those proteins. Without the proteins, the bacteria can't absorb the iron and dies.
With fewer bacteria in the cows' intestines, the risk is reduced that the bacteria will contaminate the carcass at slaughter.
Sandstrom said the vaccine will enter commercial use this month, but it will be several months before it's widely available. He said some major packers and producers will be the first to use it, but declined to name them, saying they don't want their names associated with E. coli even for research.
It's not clear yet how widely the industry will embrace the vaccine.

"That's the $64 million question," Sandstrom said.
E. coli O157 doesn't make cattle sick, so producers who already face slim profit margins may need incentives to use it on their animals. Sandstrom said privately owned Epitopix hasn't set a price for the vaccine yet, but is hoping incentives will come from packers and retailers who would profit from being able to offer consumers safer beef.
A Canadian company that makes an E. coli vaccine for cattle sells it there for $7 U.S. ($9 Canadian) per cow.
A spokesman for Tyson Foods Inc., one of the nation's largest meat processors, declined to comment. A call to Cargill Meat Solutions wasn't immediately returned.

Rossman said the support is likely to be there. She said the industry has already spent millions of dollars on technologies to fight E. coli in packing houses, and is anxious for strategies that work before slaughter. Her group helped fund research at West Texas A&M University that led the USDA to grant the conditional license. Similar work was also done at Kansas State University.

Guy Loneragan, who led the research at West Texas A&M, said he did his study at a commercial feedlot to see how the vaccine worked in "real world" conditions. Among the cattle that got it, he said, there was an 85 percent reduction in animals shedding O157. Among those that still did, there were 98 percent fewer cells of the bacteris in their feces. He said that logically should mean fewer E. coli illnesses in people.
The conditional license allows Epitopix to market the vaccine immediately, but the company must continue conducting potency and efficacy studies to get full licensure.
Another E. coli vaccine for cattle, developed by Bioniche Life Sciences Inc. of Canada, received full approval there last October and Bioniche is seeking USDA approval to sell it in the U.S. Haq declined to say how soon that might be, but Rick Culbert, president of Bioniche's food safety division, said the main thing left is lining up manufacturing facilities in the U.S., as the USDA requires. A Colorado company, GeneThera Inc., is also working on a vaccine, but it's further away from approval.

Mexico stocks up 6 pct, lead Latin America gains

Mexican stocks jump 6 percent, leading gains across Latin America as world markets rally

MEXICO CITY (AP) -- Mexican stocks rose sharply on Thursday, leading gains across Latin America as part of a global rally on U.S. retail sales figures that were better than expected.

The IPC index jumped 6 percent to close at 18,865, while Argentina's Merval was up 2.1 percent to 1,025 and Colombia's IGBC rose 0.8 percent to 7,799.
In Brazil, the region's largest economy, shares fell early after the central bank cut the nation's benchmark interest rate 1.5 points to 11.25 percent the previous night. Some leading business groups complained that the bank should have slashed the Selic rate even more.
But the Ibovespa index recovered to close 0.9 percent higher at 39,152.
Markets gained around the world after U.S. retail sales figures for February generated hopes that consumer spending in the world's largest economy may be stabilizing, despite big rises in unemployment.

Chile's IPSA index also rose, by 0.3 percent to close at 2,436.

After trading ended for the day, the country's central bank announced it is cutting the benchmark lending rate by 2.5 points to 2.25 percent -- within market expectations.
The bank cited fast-declining inflation and said it hopes to boost the economy, which shrank 1.4 percent in January compared with the same month in 2008.
The bank said in a statement that more rate cuts may be necessary, though they would be smaller and less frequent.

One of the greatest reason people fail in forex trading is not so much about their style or what they trade. The bulk of it is down to trading without a plan. It's like traveling without a roadmap. Not having a plan sets you up for failure.

The forex market is not a market you trade without a plan because you will get burned if you did. What is your trading strategy? U.S. Charges Suspect in African Embassy Bombing

WASHINGTON– Charges have been sworn against a Guantanamo Bay detainee, alleging he was involved in the preparation and planning of the 1998 attack on the U.S. Embassy in Tanzania, Defense Department officials announced today.
Ahmed Khalfan Ghailani, of Zanzibar, Tanzania, is being charged with murder in violation of the law of war, murder of protected persons, attacking civilians, attacking civilian objects, intentionally causing serious bodily injury, destruction of property in violation of the law of war, and terrorism, Air Force Brig. Gen. Thomas W. Hartmann, legal advisor to the convening authority in the DoD Office of Military Commissions, told reporters at the Pentagon.

Ghailani is the 15th detainee against whom charges have been sworn under the Military Commissions Act.
The chief prosecutor in the case has recommended that the charges against Ghailani be referred as capital, Hartmann said. The charges now will be reviewed by Hartmann and forwarded to Susan Crawford, the convening authority, who will decide whether the case should be referred to trial and whether the charges should be capital, which would mean a maximum penalty of death.

The bombing of the embassy in Dar es Salaam, Tanzania, happened on Aug. 7, 1998, the eight-year anniversary of the start of Operation Desert Shield. A truck bomb exploded at the embassy within four minutes of another bomb exploding at the American Embassy in Kenya. The bombing in Tanzania killed 11 people and injured hundreds.

The charges allege that Ghailani was involved in the following actions:
-- Purchasing TNT, detonators and detonation cord on multiple occasions and transporting the bomb components to Dar es Salaam;
-- Moving the bomb components to various safe houses in and around Dar es Salaam;
-- Assisting in the purchase of the truck used in the attack;
-- Facilitating the purchase of oxygen cylinder tanks that were used as bomb components;
-- Escorting the bomb engineer between Dar es Salaam and Mombasa, Kenya, after the bomb had been assembled;
-- Scouting the American Embassy with the suicide-bomb driver;
-- Meeting with co-conspirators in Nairobi, Kenya, shortly before the bombing; and
-- Joining the co-conspirators on a flight from Nairobi to Karachi, Pakistan, one day prior to the bombing.

Ghailani is further charged with providing material support to terrorism, Hartmann said. This charge alleges that, after the bombing, Ghailani continued in his service to al Qaeda as a document forger, physical trainer at an al Qaeda training camp, and as a bodyguard for Osama bin Laden. Ghailani was arrested in July 2004 in Pakistan, Hartmann said.
There is no timeline for the charges to be reviewed and for Crawford to make her decision, Hartmann said, but the office of the convening authority will work as quickly as possible on this case.
This is the seventh case to be sworn as capital; six detainees were charged Feb. 11 with involvement in the Sept. 11, 2001, terrorist attacks, and their cases were recommended to be capital. Those cases still are being reviewed in the office of the convening authority, Hartmann said.

Under the Military Commissions Act, if a case is referred as capital and goes to trial, a military commission panel of at least 12 members must determine guilt or innocence and sentencing by a unanimous decision. The accused has the right to appeal the case all the way to the U. S. Supreme Court, as well as the rights to elect not to testify at trial; to be represented by detailed military counsel, as well as civilian counsel of his own selection and at no expense to the government; to examine all evidence presented to a jury by the prosecution; to obtain evidence and to call witnesses on his own behalf, including expert witnesses; to confront and cross-examine every witness called by the prosecution; to be present during the presentation of evidence; and to have no statements obtained by torture admitted.
Hartmann emphasized that the charges are only allegations that Ghailani has committed offenses under the Military Commissions Act, and he remains innocent unless proven guilty beyond a reasonable doubt.

Trade Desk Thoughts: Pending sales of existing single-family homes, condos and co-ops increased 6.3% on a seasonally adjusted annual basis in December, the National Association of Realtors said today. It was the first increase in signed contracts in the last four months.
"Buyers who can obtain credit are being attracted into the market because prices and rates are low," said Matthew Carniol, chief currency strategist at TheLFB-forex.com. "The government should create a new "good" bank which will write good quality mortgages at very low rates of interest, probably around 4.0%. That will help to further stimulate demand and stabilize the housing market."
The largest sales increase was in the South, which saw a sales increase of 13.0%. The West saw the biggest decline, with sales falling 3.7%.
For the year to December, sales increased 2.1%.

Economic Policy Down-under Turns Stimulative

The RBA cut its main policy rate by another 100 bps, and the Australian government announced a fiscal stimulus package. These measures should help to limit the severity of the incipient recession down-under. In our view, the Aussie dollar will consolidate over the next few months before moving higher by the end of the year.

RBA Slashes Rates and Government Announces Fiscal Package
The Reserve Bank of Australia (RBA) cut rates by 100 bps at its regularly scheduled policy meeting today, taking its main policy rate to a 45-year low of 3.25 percent (see top chart). In announcing its rate cut, the RBA pointed to the deterioration in the Australian economic outlook that is due in part to the unfolding global recession. The RBA is mandated by law to keep CPI inflation within a two percent to three percent target range over the "medium term." Inflation rose to 5.0 percent in the third quarter of 2008, but it is now receding and should move even lower in the quarters ahead (see middle chart). Therefore, the RBA judged that "a further sizable reduction in the cash rate was appropriate." The RBA gave no forward guidance but further easing is possible in the months ahead, especially if global economic conditions continue to deteriorate.

The Australian government also announced a fiscal stimulus package worth A$42 billion (about US$27 billion) over four years. The package includes tax rebates that will be paid in March and April, which the government hopes will help to stimulate consumer spending in the near-term. There are also tax breaks that businesses can claim for investments made between now and the end of the year. The government will also spend A$15 billion on new and upgraded schools over the next few years.
Aussie Dollar Should Consolidate Before Moving Higher
Real GDP data for the fourth quarter will not be released until early March, but most monthly indicators suggest the economy weakened significantly at the end of the year. Indeed, the Australian economy has probably slipped into its first recession since the early 1990s. The stimulative measures announced today should help to limit the severity of the downturn. That said, further intensification of the global recession would weigh on Australia’s exports, which could lead to another down-leg down-under.

The Australian dollar has dropped about 35 percent versus the greenback since last July as commodity prices have collapsed (see bottom chart). In the near term, the Aussie dollar could drift lower as investors fret about the global economy and its effects on the Australian economy. The Aussie dollar could conceivably fall below the five-year lows set last autumn if weaker-than-expected global economic activity causes commodity prices to decline even further. However, we project that most economies will hit bottom over the summer before beginning a sluggish recovery later this year. As global economic conditions begin to improve, commodity prices should rise, giving a boost to the Aussie dollar at that time.

FX Trading - Reserve Bank of Australia Cuts
Australia's dollar is little changed since the overnight announcement by the Reserve Bank of Australia to slice another 100 basis points off its benchmark interest rate. Despite the negative, the Aussie is holding on to small gains this morning.
It looks as though the big move came in the days prior, expecting a big downward adjustment by the RBA. As we explained to members of our Forex & Currency Futures newsletter on Thursday, January 29:
" ... In addition to entering the Australian dollar to play freshly sparked US dollar momentum, the Reserve Bank of New Zealand prompted ComDol exposure. A quick 45 minutes after the FOMC business rushed over the markets, the RBNZ announced a larger-than-expected interest rate cut. They brought their benchmark target rate down to 3.5% from 5%. According to reports, that's the lowest RBNZ rates have been ... ever. Their reason for the change was simple: global recession is impacting their economy adversely and inflation will stabilize easily with comfort/target levels.
"The Reserve Bank of Australia steps up to the plate on February 3rd. At the beginning of December they slashed 100 basis points off their benchmark target rate. Sitting at 4.25% now, their economy is likely battling the same deflationary forces as New Zealand is battling. Since august, the RBA has slashed a total of 300 basis points, but the butchering probably won't stop there. We expect a sizeable cut on Tuesday. And there's a good chance the market starts pricing that in now."

Based on that alert, our members were able to squeeze out a nice, quick profit in just the three days leading up to the RBA decision.
The Aussie seems to be holding ground right now as the markets weigh the other news out of Australia - the Treasury Secretary there announced a stimulus package. About a third of the money is aimed at Australian families while about two-thirds of the funds are proposed to go towards infrastructure. We don't believe the stimulus plan will work any better for Australia than it is here n the states. Especially given the depressing growth we've seen across the Asian-bloc countries.

Project-Based Rental Assistance

Program Description
The Section 8 Program was authorized by Congress in 1974 and developed by HUD to provide rental subsidies for eligible tenant families (including single persons) residing in newly constructed, rehabilitated and existing rental and cooperative apartment projects.
The rents of some of the residential units are subsidized by HUD under the Section 8 New Construction ("New Construction"), Substantial Rehabilitation ("Substantial Rehabilitation") and/or Loan Management Set-Aside ("LMSA") Programs. All such assistance is "project-based", i.e.; the subsidy is committed by HUD for the assisted units of a particular Mortgaged Property for a contractually determined period.

Process for Making Awards
HUD will use the $2.0 billion provided in the legislation to fund contract renewals under the Section 8 program. In line with Congressional directives, the department will use the money provided to fund contract renewals on a full twelve-month cycle. This will avoid the payment disruptions that have occurred in recent years and enable owners to maintain their properties in an acceptable condition.

HUD Implementation of the Recovery Act

The Recovery Act includes $13.61 billion for projects and programs administered by the Department of Housing and Urban Development, nearly 75 percent of which was allocated to state and local recipients on February 25, 2009 – only eight days after President Obama signed the Act into law. European Government Bonds Drop Before France, Spain Sell Debt

-- European government bonds declined for a second day as France and Spain prepared to sell as much as 12 billion euros ($15 billion) of government securities.
Two-year German note yields rose from near a record low as gains in Asian equities and U.S. stock-index futures sapped demand for fixed-income assets. Euro-region governments will issue about 20 billion euros of bonds every week in the first quarter of 2009, up from 10 to 15 billion euros a week during the past two years, according to Societe Generale SA.
“We are in the middle of a very heavy net supply environment,” said Padhraic Garvey, head of investment-grade debt strategy in Amsterdam at ING Groep NV, the largest Dutch financial-services company.
The yield on the German two-year note climbed one basis point to 1.25 percent by 7:12 a.m. in London. The 2.25 percent security due December 2010 declined 0.02, or 20 euro cents per 1,000-euro ($1,258) face amount, to 101.75.

The yield on the 10-year bund, Europe’s benchmark government security, rose two basis points to 3.01 percent. Bond yields move inversely to prices.
France will sell as much as 7.5 billion euros of two-, four- and five-year bonds and 800 million euros of inflation-linked securities today. Spain will offer about 3.5 billion euros in seven- and 20-year debt.
Governments around the world are increasing borrowing to finance bank bailouts and revive their economies amid the fallout from the global credit crisis. The 16 nations using the euro will borrow about $1.1 trillion in 2009, while the U.S. will issue at least $1.5 trillion of debt. The U.K. plans to sell $207 billion of gilts in the year through March.
Asian stocks rose for the first time in four days, with the MSCI Asia Pacific Index advancing 0.9 percent. The MSCI World Index added 0.3 percent.
German bonds earned investors 0.8 percent this year, compared with a loss of 1.4 percent for gilts and a drop of 2.5 percent for Treasuries, according to Merrill Lynch & Co.’s German Federal Governments, U.K. Gilts and U.S. Treasury Master indexes.

Zurich Financial's profit falls, suspends buyback

AG reported a below-forecast 15 percent drop in its nine-month business operating profit to $4.2 billion, hit by hurricane claims and capital losses, and suspended share buybacks.

The insurer said its underlying performance was resilient despite 'particularly adverse circumstances' in the third quarter that forced it to write down $595 million for claim payments related to hurricanes Gustav and Ike and record capital losses for shareholders of $1.1 billion.
'At first glance the results look a bit disappointing and the suspension of the buyback programme is hardly going to be received positively, although it's clever to hoard cash reserves,' said analysts at Swiss private bank Wegelin.
The last week has seen a raft of disappointing results from European insurers hit by the financial crisis. Swiss Life warned on profits on Wednesday and cut its dividend, while Dutch group ING (nyse: ING - news - people ) posted its first quarterly loss.
Zurich Financial's share price dipped almost 6 percent at the open but later pared losses and was down 1 percent at 213.80 Swiss francs at 0839 GMT, when the DJ Stoxx European insurance sector index was down 0.4 percent.
'It's a good result compared to other European insurers,' said Sal. Oppenheim analyst Rene Locher. 'I have a 'buy' rating on the share and it remains one of my favourite stocks in the insurance sector.'

Takeda Wins U.S. Approval for First New Gout Drug in 40 Years

-- Takeda Pharmaceutical Co., Asia’s biggest drugmaker, won U.S. approval to sell the first new gout treatment in four decades.
The Food and Drug Administration cleared febuxostat, to be marketed as Uloric, to control excess uric acid in the blood that can build up in joints or soft tissues, the company said today in a statement. Regulators took more than four years to review the drug because of concerns about dosing and a potential increased risk of heart attack and stroke.
Takeda, based in Osaka, Japan, submitted the drug to regulators in December 2004 with former TAP Pharmaceutical Products partner Abbott Laboratories. Outside advisers to the FDA unanimously recommended approval in November, saying the estimated 6 million Americans suffering from gout need new treatment choices.
“This approval is a significant milestone for Takeda,” Alan MacKenzie, president of Takeda Pharmaceuticals North America, Inc., said in the statement. “We are pleased to offer a new treatment option to the more than five million Americans who have hyperuricemia associated with gout.”
Gout is a chronic condition marked by outbreaks of intense pain and swelling in the joints typically starting in the big toe, sometimes spreading to knees or fingers. It most often affects men, especially those ages 40 to 50, and people who have had an organ transplant. Gout was once known as a disease of kings because the risks increase if people are overweight, eat a lot of meat or indulge in alcohol.

Dosage Concerns
Takeda tested its drug against generic allopurinol, the most commonly prescribed treatment to lower levels of uric acid in the blood. While allopurinol was approved by the FDA in 1966 for use in a range of doses, concerns that the drug may cause rashes or a deadly skin reaction have discouraged doctors from using the highest, most effective doses, according to briefing documents released by Takeda before the advisory panel meeting.
Takeda had initially sought approval for 80-milligram and 120-milligram oral doses of febuxostat. Regulators were worried about a higher number of cardiovascular side effects in patients taking the drug, and they asked for a new study using only 80- milligram and 40-milligram doses. Takeda stuck with the lower strengths when both worked in the study and weren’t linked to a higher rate of heart attacks or strokes.
Febuxostat was created by Japan’s Teijin Ltd., and Takeda has the rights to sell it in the U.S. and Canada. Ipsen SA of France has the rights for Europe, where it was approved last May.

National Australia Bank is raising up to 3 billion Australian dollars in a share placement to strengthen its balance sheet, prompting analysts to predict that other lenders will follow suit as bad debts increase.
NAB, the biggest Australian bank, initially said in a statement Monday that it intended to raise 2 billion dollars, or $1.4 billion, from selling new shares, but later announced that it had increased the size of the placement because of strong demand.
"The size of this raise comes as a surprise," because "management has been saying they think they are O.K. on capital," said Jarrod Martin, an analyst at ABN AMRO. "Clearly you don't want to be in a capital deficit position in the environment where you have got increasing bad debts going forward."
Last month, NAB reported a quadrupling in bad debt charges and a 28 percent drop in second-half cash profit. Rival banks also saw bad debts rising.

Australian banks have escaped the worst of the subprime mortgage fallout that has battered their U.S. and European peers, but with growing signs of a global recession, they face increasing bad debts and will have to raise more capital, analysts said.NAB offered the new shares at 20 dollars each, a near 10 percent discount to its closing price of 22.15 dollars Friday, said a person with knowledge of the transaction, who asked for anonymity because he was not authorized to speak to the news media.
"We think Westpac and ANZ will come to the market at some point in the next 3 to 6 months," the person said. "We have a general view that effectively all four majors will at some point try to tap the market."
Some analysts said the second-ranked Commonwealth Bank, which is paying $1.4 billion for HBOS's BankWest unit, would be next in line to raise capital. CBA sold $1.3 billion of new shares last month to finance the acquisition.
Recent corporate collapses in Australia, like those of Allco Finance Group and the childcare operator ABC Learning Centres, have added to banks' financing pressures.
On Monday the Australian central bank cut its forecasts for economic growth for the next two years, saying it would review interest rates in the months ahead with the aim of avoiding an even sharper slowdown in domestic demand.

Proceeds from the share sale would take NAB's Tier-1 capital adequacy ratio - the core measure of a bank's capital strength used by regulatory agencies - to about 8 percent, nearing ANZ's benchmark 8.1 percent.
The placement would be followed by an offer to retail shareholders to participate in a non-underwritten share purchase plan for up to 10,000 Australian dollars' worth of NAB ordinary shares, the bank said.
Trade in NAB shares was suspended on Monday pending the share sale announcement, but an index of Australian bank shares fell 1.4 percent, underperforming a 1.4 percent gain on the main S&P/ASX 200 index. "That tells you something in itself, that the sector faces significant headwinds," Martin said.
The investment firm Babcock & Brown said on Monday that it had sold its rights to manage the Babcock Capital fund, a move consistent with its narrowing the focus of the group's activities. Its shares dropped by more than a quarter.
In its statement, NAB said that it was raising capital in order to strengthen its balance sheet and take advantage of organic growth opportunities, citing more favorable market conditions, which would be equivalent to expected shortfalls in its dividend reinvestment plan.

German 10-year government bonds fell, paring the biggest weekly advance this year, as a rebound in stocks eroded demand for the safety of fixed-income securities.
The difference in yield between the bund and the two-year German note was near the narrowest in two weeks as investors reduced holdings of the safest assets. Bonds dropped even as a report showed the euro-area economy shrank in the fourth quarter by the most in at least 13 years, making it more likely the European Central Bank will cut the refinancing rate next month.

“We’ve had a recovery in equities overnight and investors are selling bonds a bit,” said Luca Cazzulani, a fixed-income strategist in Milan at Unicredit Markets & Investment Banking, a unit of Italy’s largest lender. “There has already been a sharp rally this week and the data wasn’t really a surprise.”

The yield on the bund, Europe’s benchmark government security, rose four basis points to 3.12 percent by 10:17 a.m. in London, leaving it 25 basis points lower this week. That would be the biggest weekly yield decline since Dec. 19. The 3.75 percent security due January 2019 fell 0.37, or 3.7 euros per 1,000-euro ($1,289) face amount, to 105.24.
The yield on the two-year note climbed two basis points to 1.32 percent, near the lowest level since at least 1990. Bond yields move inversely to prices.
European stocks tracked gains in Asian markets amid optimism governments will expand efforts to revive the global economy and rescue banks. The Dow Jones Stoxx 50 Index, a benchmark for the euro region, added 1.8 percent.

Deepening Recession
Bonds gained this week amid signs the first recession since the European currency’s debut a decade ago is deepening, putting pressure on policy makers to cut interest rates. ECB Vice President Lucas Papademos said this week the central bank may lower rates to a record in March and consider other measures to stimulate growth. The ECB trimmed the main refinancing rate 50 basis points to 2 percent last month.
Gross domestic product in the region fell 1.5 percent from the previous quarter, the European Union’s statistics office said. That compares with the 1.3 percent decline forecast by economists in a Bloomberg survey. GDP declined 2.1 percent in Germany and 1.2 percent in France, the two national statistics offices said today.
“Persistent uncertainty and risk aversion should continue to generate relatively stronger demand for longer maturities,” fixed-income strategists at WestLB wrote in a client note today.
Countries around the world are scrambling to put together aid packages to prop up the international financial system after a crisis that resulted in more than $1 trillion in credit-market related losses.

‘Temporary Obstacle’
Italy sold 7.3 billion euros of securities maturing between 2013 and 2029 today. The auction included 3.4 billion euros of bonds due 2013, which yielded an average 3.75 percent, 154 basis points more than the equivalent German five-year note.
“Supply is a temporary obstacle” to lower yields, Nick Stamenkovic, a fixed-income strategist in Edinburgh at RIA Capital Markets, a securities broker for banks and institutional investors. “The fundamental backdrop remains positive.”
German bonds earned investors 0.4 percent this year, compared with a loss of 1.5 percent for gilts and a drop of 2.2 percent for Treasuries, according to Merrill Lynch & Co.’s German Federal Governments, U.K. Gilts and U.S. Treasury Master indexes. German bonds returned 12 percent last year.

Chemical Companies Poland Plans IPOs of Power, Chemical, Coal Companies

Poland plans “at least” four initial public offerings of state-owned companies this year, including Polska Grupa Energetyczna SA, the country’s biggest power group.

State-owned coal producer Lubelski Wegiel Bogdanka SA and chemical company Zaklady Azotowe Kedzierzyn SA may also sell shares to the public, Treasury Minister Aleksander Grad said in an interview with TVN CNBC Biznes today. He didn’t name the fourth company.
Polska Grupa’s share sale may become the biggest this year as it plans to raise as much as 5 billion zloty (1.4 billion) for investment, according to Grad. The proceeds from the sales of new shares will go to the companies and not the government.

Poland may dispose of its controlling stakes in utility Enea SA, chemical producers Ciech SA and Azoty Tarnow, as well as in the Warsaw Stock Exchange this year to meet its target of 12 billion zloty. Last year Poland sold 2.37 billion zloty of state assets.
“We should be able to meet this target but it will be hard in the current conditions,” Grad said.
The sale of the remaining state-owned stakes in domestic lenders, including Bank Pekao SA and Bank BPH SA, is “not being considered at all” after stock prices of financial companies dropped amid the global credit crunch, Grad said.

The benchmark WIG20 Index slid 16 percent this year, extending a record 48 percent decline in 2008, as the global crisis cut demand for riskier assets. The financial industry’s WIGBANK Index slumped 28 percent in 2009, after a 45 percent drop last year.

Rate cut Three-Month Euribor Falls to Record Low on ECB Rate-Cut Bets

The euro interbank offered rate, or Euribor, for three-month loans fell to a record low on speculation the European Central Bank will cut its main refinancing rate next month.

The rate dropped two basis points to 1.94 percent today, the European Banking Federation said. That’s the lowest level since the inception of the euro in January 1999 and down from a record high of 5.39 percent on Oct. 10. The three-month euro overnight index average rate, which shows traders’ expectations for the central bank’s key rate, was at 0.98 percent, down from 1.2 percent at the end of January and 1.73 percent on Dec. 31.

Inflation report,Polish January Inflation Was Slowest in 15 Months, Survey Shows

Poland’s inflation rate probably dropped to a 15-month low in January as economic growth slows, increasing the likelihood of further interest rate cuts.
The annual rate fell for a fifth consecutive month to 3 percent, according to the median estimate of 16 economists surveyed by Bloomberg. Consumer prices probably rose 0.4 percent in the month after falling 90.1 percent in December, according to the median estimate of eight economists. The Central Statistical Office will release the report at 2 p.m. today in Warsaw.
Economic growth is slowing in the European Union’s biggest eastern member state as its main export markets in western Europe struggle with recession and investors shun riskier emerging economy assets. The slowdown is also braking wage growth, easing inflationary pressure.

“We’ll see the inflation rate continuing to fall over the next few months,” said Maciej Reluga, the chief economist at Bank Zachodni WBK, by phone. “The economic slowdown is really
significant.”

The central bank has cut the benchmark seven-day reference rate by 1.75 percentage points since November to 4.25 percent in an effort to boost economic growth. Reluga said another reduction can be expected this month.
The Polish Finance Ministry said earlier this month it expected an annual inflation rate of 3.2 percent in January.

Stocks in Europe, Asia Climb; Barclays, ING, ThyssenKrupp GainStocks in Europe and Asia advanced, sending the MSCI World Index higher for the first time in four days, on speculation governments will expand efforts to revive the economy. U.S. futures fluctuated between gains and losses.

Barclays Plc, the U.K.’s third-biggest bank, and ING Groep NV gained more than 2 percent amid speculation the White House will help mortgage borrowers. Australia & New Zealand Banking Group Ltd. jumped 9 percent in Sydney as the country’s senate passed a $28 billion stimulus package. ThyssenKrupp AG rallied 4.4 percent after Germany’s largest steelmaker posted earnings that beat analysts’ estimates.
The MSCI World Index added 0.9 percent to 845.51 at 10:58 a.m. in London. The gauge of 23 developed markets has lost 2.9 percent this week as companies from Electricite de France SA to Diageo Plc posted disappointing results.
“The market is starting to look a little farther ahead and anticipate a recovery, that the huge stimulus packages will bear fruit,” said Franz Wenzel, Paris-based deputy director for investment strategy at Axa Investment Managers, which oversees about $770 billion.
Futures on the Standard & Poor’s 500 Index added less than 0.1 percent before a private report today that may show confidence among U.S. consumers fell in February. The benchmark for U.S. equities yesterday recovered from a 3.1 percent tumble in the final hour of trading as banks recouped losses.

Asia, Europe
The MSCI Asia Pacific Index rose for the first time in five days, adding 0.9 percent. Europe’s Dow Jones Stoxx 600 Index gained 1.8 percent, led by Air France-KLM Group, Michelin & Cie. and Pernod Ricard SA, as all 19 industry groups advanced.
The Stoxx 600 is still down 2.3 percent this week, poised for its first weekly loss since Jan. 23. Europe’s economy contracted 1.5 percent in the fourth quarter from the previous three months, the most in at least 13 years, compounding pressure on the European Central Bank to reduce interest rates next month.
Profits have declined 65 percent for 574 companies in western Europe that have released earnings since Jan. 12, data compiled by Bloomberg show.
“The one factor that investors are hanging onto is the government intervention,” Julien Quistrebert, who helps manage $5.2 billion at KBL Richelieu Gestion in Paris, said in a Bloomberg television interview. “It’s reassuring the market.”
The Obama administration’s housing plan will use government money to help reduce interest rates for struggling borrowers, while asking lawmakers to approve more ways to modify mortgages, according to a person briefed on the proposal. Treasury Secretary Timothy Geithner intends to make the plan public in coming days, possibly within a week, said the person, who declined to be identified before the announcement.

Barclays, ING
Barclays advanced 4.1 percent to 109.3 pence while ING, the biggest Dutch financial-services company, added 2.4 percent to 6 euros.
Australia & New Zealand Banking Group jumped 9 percent to A$12.96 in Sydney. Macquarie Group Ltd., Australia’s largest investment bank, added 2.9 percent to A$24.08.
The country’s Senate approved in a second vote a A$42 billion ($28 billion) stimulus package aimed at ensuring the economy doesn’t enter its first recession in 18 years.
ThyssenKrupp climbed 4.4 percent to 18.22 euros. The steelmaker said first-quarter profit slumped 59 percent to 168 million euros ($215.5 million) as demand dropped at the quickest pace since World War II and it wrote down the value of inventories. That beat the 135 million-euro median of seven analyst estimates compiled by Bloomberg. Sales fell 6.1 percent to 11.5 billion euros.

Semiconductor Companies
STMicroelectronics NV increased 5.5 percent to 4.41 euros. Europe’s biggest semiconductor maker was raised to “neutral” from “sell” at UBS AG. The bank lifted its recommendation on European semiconductor shares and technology hardware shares to “overweight,” saying valuations are attractive.
Air France added 4.5 percent to 8.08 euros. Europe’s biggest airline kept its goal of having an operating profit this fiscal year even after reporting a third-quarter operating loss of 194 million euros. Air France also said it will reduce its workforce by 2,000 employees.
Michelin rose 2.9 percent to 31.86 euros. The world’s second-largest tiremaker said it will focus on “improving its profitability and preserving its robust financial position” this year after 2008 profit fell 53 percent.
Pernod jumped 6.1 percent to 48.88 euros. The world’s second-largest liquor company said first-half profit rose 15 percent on Asian demand. UBS analysts reiterated a “buy” recommendation after Pernod’s earnings statement, citing an improved outlook for the company’s profit margins and benefits from lower interest rates.

London Stock Exchange Group Plc gained 5.5 percent to 496 pence. The company named Xavier Rolet to succeed Clara Furse as chief executive officer, bringing an end to her eight-year reign at Europe’s oldest independent bourse.
Under Furse, LSE’s first female CEO, the bourse fought off five takeover offers in two years and bought the operator of the Milan stock exchange in 2007. While LSE has remained independent, rivals including Euronext NV, Deutsche Boerse AG and Nasdaq OMX Group Inc. have forged alliances, adding to the range of products they offer and giving them greater size. LSE’s shares lost 74 percent last year on concern falling stock prices and competition from electronic exchanges will erode earnings.

Forex Broker Bust Story. Refco was the biggest forex broker that was worth around $4 billion dollars. In October of 2005, Refco shut down its operations and every trader who had money with them got screwed big time.

Refco was regulated and for some time they were spending not only their profits but also deposits of their clients.
The amounts of money that traders saw on their trading platforms and the amounts of money Refco had in their bank accounts were different by $400 million.

So when the news hit the wire that Refco is running at such deficit, traders panicked and started asking for withdrawals. The only problem was that Refco was $400 million short of what it owed to traders.

Meta Trader 4 has the option that you can enter more than type of account for different brokers through the same platform.

For Example If you installed SigmaForex Platform, you will find in your drive C: / the following Pass: [C:\Program Files\MetaTrader – SigmaForex]

If you installed another Meta Trader 4 for another broker a conflict can be occurred because 2 Meta Trader 4 but for different Brokers.

Let's continue our example with another broker like FXCM or Interbankfx or Swiss Global Broker. All of them are using Meta Trader 4 as trading station. Let's Install FXCM Software.

You will find this pass in your Drive C: / [C:\Program Files\FXCM Trader 4]

N.B: Some Versions of windows copy the same folders while installing the same version of the software

That you may find FXCM installed inside SigmaForex & this one from the disadvantage in Meta Trader 4 & Meta Quote published this issue in their FAQs to be available for Traders to solve the issue.

Volume is a measure of supply and demand that is independent of priceVolume is usually light during the formation of the pattern and increases on a breakout from the pattern. For any pattern or trend line penetration, a breakout with increasing volume is more an indication that prices will continue in the direction of the breakout than a breakout on low volume.Rising volume levels when price is falling after a major peak gives supporting evidence that there is an underlying weakness in the security & warns that falling prices may continue.When price goes to a new high on increased volume, traders often compare volume with that which occurred during previous rallies in prices. If the current volume is less than the previous rally’s volume, there is a potential for a price trend reversal.
